This is a 44 millimeter PRIMARY throttle plate / butterfly valve for a Solex 44 PHH carburetor.

Please note that there are various sizes and angles of the Solex PHH.
These butterfly valves here ONLY fit the primary choke of the 44 mm versions.

The edge of this plate has been cut at an 13 degree angle.
